Before Chernobyl there was Semipalatinsk a Soviet nuclear test site that
contaminated thousands of local residents. This is the first film to reveal the
history of Soviet nuclear testing and to expose its many victims. Previously secret
footage of Soviet atomic tests and speeches by Soviet leaders are mixed with horrific
testimony from residents living near the test side, who vividly display their tragic
health problems. Interviews with the creators of the Soviet atomic and hydrogen
bombs illuminate the rationale behind the testing program, a logic with striking parallels
to the rhetoric of the American nuclear establishment. Included is the last
interview ever given by Andrei Sakharov, just hours before his death. Finally, the
film portrays the rise of an extraordinary protest movement in Kazakhstan, which forced
the closure of the test site in 1991.

This documentary appears to be the sole source of much strange, dangerous and vital
information about the 20,000 annual nuclear shipments by sea. Beginning with a tip
about an accident aboard what appeared to be an ordinary freighter that turned out to be
carrying nuclear materials, the programs makers documented a vast web of
international nuclear shipments, deliberately mislabeled by shippers and knowingly covered
up by government regulatory agencies in France and the United States, and unearthed the
strange coincidence of a vessel used for nuclear transport which routinely over a period
of years retuned from the Soviet Union and consistently set sail for Houston five days
later. 40 minutes.
